What make me, Edward Kats - originate this letter, is the situation that require immediate involvement of appropiate US Government agecy to stop ongoing classified medical experiment  that continue for the last 24 years.  During this period of time, Kats family has been forcefully subjected to serve as human guinea pigs in illegally run by the Stanford, CIA - THE MK ULTRA classified medical research - involving behaviors-modification, and viewing studies. The elements of these outrage program, require transmitting signals via radio transmitters illegally implanted into the sculls of the Kats family thus, it would allow two-way communication with the Test Subjects. The law of this Country, highly prohibited such an action espcially if it directed against children. The residence of MK ULTRA Guinea Pigs located at 493 W. Charleston Rd. is constantly under the microwave of similar to that bombardier. 23 years POCW - Prisoner of Cold War August Kats Testimony.                                                                                

Going back to the beginning of the 1980s during period of February – March 1981, I, back then 4 year old child, had visited Dr. Orland Eliason. The reason to see the doctor was, observation of the inflamed tissue located on my private part. At the end of March 1981 Dr. Eliason recommended to perform circumcision telling my parents that from hygiene point of view it will be very beneficial. The operation was scheduled on April 2/1981 at Sequoia Hospital Redwood City CA. That day my parents weren’t an able to see me for 8hr. As it indicated in my medical record, during operation, I was nearly 1hr. - under general anesthesia. Hospital supposed to released me the parents custody five hr. after submission, but actually my parents wasn't an able to see me an additional 3 hr. after appointed in medical record time.

15 years later, on July 12,1996 my parents met doctor Orland Eliason at 2950 Wipple Ave. Suite 9. Tel. (650)-369-0389 and asked Doctor does he remembers any details of that operation. Perhaps he may recall where I was an additional 3hr. not mentioned in my med. record. Dr. Orland Eliason told us he doesn’t remember why it took so long time for such a easy procedure adding that such an operation shouldn’t take not more than 20 minutes, following – I don’t know were was your son all that hours. It just hard to believe that August was nearly one hour under the general anesthesia? It’s something wrong.

Doctor Eliason never call us again.  Still by now avoiding to discussed information written in the my medical record.

On June 17, 1999, at Palo Alto Public Hospital, I undertook  an X-ray evaluation of my scull to determine fact of being implanted by sophisticated electronics devices placed in my sinuses and attached to the brain.

As it clearly exposed on X-ray, I was involuntarily subjected to become a TEST SUBJECT of, - MK ULTRA Rejuvenated by R. Reagen and Chief CIA K.C.  insain experiments running by Stanford Research. 22 years POCW - Prisoner of Cold War Jay-Martin Kats Testimony. 

On March 10,1982, I- Jay-Martin Kats was rushed to the Stanford Hospital CA.

The reason for that was – Dr. Nackbower, who was my physician at that time, had prescribed to me some kind of medicine. As an effect of it, my body was cover-up by some kind of red rush. Dr. Nackbower directed me to the Stanford Children Hospital. My parents and I arrived to the Stanford on March 10, 1982 at 4:30pm. Two Doctors- Allen Hillel, (presently at Seattle University Medical School) and Steven Denenberg (presently practicing Omaha Nebraska) performed observation. At the end of the visit Doctors recommended to live me at the Hospital for immediate operation due to the dangerous conditions of my inflamed tonsils.

On March 11 of 1982, my mom, dad and brother August came to the Stanford Hospital around 9am.

Nurse told them that operation already begun. For the last seven hours, they were seated in the large waiting room and waited for anybody from the Hospital stuff, to tell where I am? Time was approached to 4:00pm.

During all that hours they witnesses like some heavy completion man went through the hart and lungs transplant operation, but by that time I was still missing behind the closed door of Stanford operation room. Finally around 5pm. Doctors Allen Hillel and Steven Denenberg approached my parents and Dr. Hillel told that I developed complications during tonsillectomy and consequently it took longer time to complete surgery.

On March 11.1991, I Edward Kats went through the routing operation – nasal polyp removal – at Kaiser Hospital Redwood City CA under the supervision of chief ENT department Dr. Korol. During that operation, while being over seven hours under the general anesthesia I was forcefully subjected to become Human Guinea Pig involving viewing studies as well as behavior-modification program. To conduct an experiment, plantation of chips was placed in my sinuses as well as on the surface of my brain. Reality of this statement could be overview on available X-ray images.

Consequently to end an experiment and remove implants would require removal parts of the brain as well as my eyes. The other way to make me became free is disconnect chipsets - so implanted system would stop its functionality.

The Nazi “Doctors” who are stay behind this outrage crime daily executed remote electronic torture to persuade me to be agreeing for the devastating surgery.  By transmitting sampled waves to what our brain in reality is recognizing as human body ID frequencies, “Scientist” torturing any part of my body extending such a torture for hours, day, after day, after day.

In one of the private evaluation, my Maxillary sinuses were overviewed via the fibro optic instrument that allow to observing environments of the sinuses on monitor. As it obviously exposed - both sinuses fill-full with the chips attached to the connecting wire that leading to the large size processor located into my sphenoid sinuses. Any professional otolaryngology specialist can do the same easy procedure to realize true facts of this statement.

The wire must be cut so processes signals wouldn’t be an able to reach my brain.  NO any part of my body should be subjected to the surgery. The chips located inside of my Maxillary sinuses should remain there.  

I support reality of my statement including excerpt from memorandum  former President Mr. Bill Clinton, who ordered to the members of US Congress investigated (1995-1997), crime committed by the various US Government Agencies against innocent individuals secretly, forcefully subjected people to participate in all kind of illegal medical classified researches. As the result of an investigation:

On March 27, 1997 , President Clinton issued a presidential memorandum to the heads of nineteen (19) federal agencies and departments designed to strengthen  the protection for human subjects of classified research. Among other things, the   Advisory Committee, as the result of its work, had suggested to the President that all classified research projects meet the following requirements:

A.  Obtain informed consent from all human subjects;

B.   Inform human subjects of the identity of the sponsoring agency;

C.  Inform human subjects that the project involves classified research; 

D.  Obtain support from an independent panel that reviews the project's      

     scientific merit,  risk-benefit trade-offs and ensures that human subjects  

      have enough information to make an informed consent; and

                E.    Maintain permanent records of the panel's deliberation and consent    

                     procedures.
